Background
The 1,760MW gas-fired power plant is estimated to have cost US$1.4 billion out of a total investment of approximately US$1.8 billion that also includes the development and construction of the associated Jawa Satu FSRU, an LNG import terminal that started operating in 2021.[11]
A total debt financing package of US$1.312 billion for both the power plant and the FSRU reached financial close in December 2018. This comprised, from state-backed financial institutions, a US$604 million loan from Japan Bank for International Cooperation (JBIC), a US$185 million loan from the Asian Development Bank (ADB), and a US$120 million loan from Leading Asia's Private Infrastructure Fund (LEAP).[12][13] Five commercial banks contributed a US$403 million loan, a finance package covered by Nippon Export and Investment Insurance. The commercial banks are Mizuho, MUFG, Oversea Chinese Banking Corporation, Société Générale, and Crédit Agricole.[11][14] The PT Jawa Satu Power special purpose vehicle comprising PT Pertamina (Persero), Marubeni, and Sojitz made an equity investment of US$463 million.[15]
