PT IHIP power station is an operating power station of at least 350-megawatts (MW) in Ambunu, West Bungku, Morowali, Central Sulawesi, Indonesia with multiple units, some of which are not currently operating. It is also known as PLTU BTIIG, PLTU Ambunu.

Background

As of July 2023, a three unit, 350 MW coal-fired power station was under construction at Indonesia Huabao Industrial Park (IHIP). The power station, along with a nickel smelter, was slated to complete construction and enter operation within seven months.[4]

In December 2023, construction was nearing completion. The project would be inaugurated in March 2024. The power station was owned by PT Baoshuo Taman Industry Investment Group (BTIIG). BTIIG and IHIP were owned by Chinese parent company Zhenshi Holding Group.[5]

In March 2024, the power station and related nickel processing facility were expected to begin operating in 2024.[6]

As of May 2024, PT BTIIG was allegedly developing the facility without the proper permits.[7]

In June 2024, construction of the three units may have been completed.[8]

As of December 2024, at least one 117 MW unit was reportedly operating at the power station.[9]

As of April 2025, reporting indicated that the power station was operating with a capacity of 350 MW. Reporting also stated that the power station had a planned expansion to 450 MW.[10]

As of September 2025, expanded land clearing was visible on Planet imagery adjacent to the power station's three existing units. As of January 2026, there were no apparent updates about the 100 MW capacity expansion.

Impact and opposition

As of September 2023, the local communities of Ambunu and Tono villages in Central Sulawesi were reportedly protesting the development of the power station.[4]

According to January 2024 reporting, the villages most affected by the construction of the power station were: Topogaro Village, Ambunu Village, Tondo Village and Wata Village. Residents were reportedly concerned about environmental impacts, land compensation, local employment, agricultural impacts, and the infrastructure's proximity to densely populated residential areas.[11]

In June/July 2024, protests erupted when residents discovered that an access road was owned by PT IHIP without their knowledge. Residents reported excessive noise pollution and dust related to the company's use of the road.[12]

In August 2024, PT BTIIG sued community members opposing the project's development and the use of the access road on the grounds of "obstructing investment".[13] In November 2024, an action organized by a coalition of environmental organizations was held in front of the PT BTIIG offices, urging the company to withdraw the lawsuit.[14]

In December 2024, residents recounted the public health impact of the project, highlighting the proximity of the development to several elementary schools. Community members alleged that they were deceived by PT IHIP, stating that the company informed residents about the construction of a jetty but not a coal-fired power station.[9]

In March 2025, Wahana Lingkungan Hidup Indonesia (WALHI) released the results of a study evaluating the air pollution, water pollution, environmental degradation, and societal impacts allegedly associated with PT IHIP power station.[15]

In April 2025, community members held a protest at Indonesia Huabao Industrial Park, highlighting the negative environmental and public health impacts.[16]

As of August 2025, according to Aksi Ecologi & Emansipasi Rakyat (Ecological Action & People's Emancipation), the Indonesia Huabao Industrial Park area was home to 122 plant and animal species, including many endemic and endangered species. More than half of the development area was reportedly of "High Conservation Value".[17]

In November 2025, a BBC Indonesia article outlined the history of the project and the role of its "National Strategic Project" (PSN) designation.[18]
