Background

In January 2024, Indonesia's AMDAL (environmental impact assessment) database listed an announcement for the development of a new 2 million tons/year aluminum refining plant in Riau Province, Indonesia. The facility would be constructed and operated by PT Tianshan Alumina Indonesia. The announcement included additional supporting facilities, including a captive 160 MW coal-fired power station.

The reference number included for the project was 659693dbad83f.[1] The initial public consultation for the project took place in December 2023.[2]

As of April 2024, Tianshan Alumina (天山铝业在) had reportedly submitted environmental impact assessment documents for approval, completed a feasibility study report, and entered the design stage.[3] The update did not specifically mention the proposed coal-fired power station.

In July 2024, a technical AMDAL meeting was held to discuss the aluminum refining plant and supporting facilities. The "letter number" was BA.758/PDLUK/P2T/PLA.4.0/B/07/2024.[4]

In August 2024, a coordination meeting for "document assistance" was held. The "letter number" was UN.1286/PDLUK/PAUI/PLA.6.1/08/2024.[5]

In November 2024, Tianshan Alumina reportedly obtained mining rights for three bauxite mines in Indonesia. The mines would provide raw materials for the company's aluminum project in the country[6]

As of February 2025, development of the bauxite smelter project was ongoing.[7]

In April 2025, the project's permits were reportedly "almost complete" (Google translate).[8] Reporting in 2025 referenced general "supporting facilities" rather than the coal-fired power unit specifically.
