Pan'nan low-heat-value coal power station (盘南2×660MW超超临界CFB燃煤发电机组, 贵州盘南低热值煤资源综合利用发电项目) is an operating power station of at least 660-megawatts (MW) in Dashan, Panzhou, Liupanshui, Guizhou, China with multiple units, some of which are not currently operating. It is also known as 盘南风光火储多能互补能源基地2×660MW低热值煤资源综合利用发电项目.

Background

This 2 x 660 MW ultra-supercritical CFB coal-fired power station was reportedly permitted to build (黔发改能源〔2022〕719号) by Guizhou Provincial Development and Reform Commission on 20 September 2022.[5][6]

In 2022, the project was included in the construction plan of thermal power projects in Guizhou Province.[7]

In 2023, the project was included in the Guizhou Province Coal Power Projects Three-Year Action Plan (2023-2025), with construction expected to start in July 2023.[8] The two units were expected to be in operation by 2025.[8]

Harbin Electric Co. Ltd. won the contract to supply the generators[9][10] and Dongfang Boiler Group Co., Ltd won the bid to supply boilers.[11][12]

Unit 1 had the EPC contract awarded in November 2023[13], and the contract was signed in December[14]. In April 2024, a project inspection was conducted[15], and in May the first concrete was poured[16]. In July, the boiler steel frame for Unit 1 began hoisting[17]. In December, the boiler beam was hoisted[18]. By January 2025, the project was 30% complete[19]. In March, the chimney outer cylinder was topped out[20]. In June, the generator stator was hoisted[21], and in July the generator rotor was inserted[22]. By October, 31 milestones had been completed[23]. In December, boiler ignition succeeded[24]. In January 2026, flushing was completed[25], and the unit was connected to the grid later that month[26]. In April, Unit 1 passed the 168-hour trial[27].

Unit 2 had its first boiler steel frame hoisted in September 2024[28]. In April 2025, the boiler beam was hoisted[29]. In September, the cooling tower was topped out[30]. In May 2026, boiler ignition for Unit 2 succeeded[31]. In July, Unit 2 passed the 168-hour trial, completing the project[32].
