Background

In 2019, Rongxing Port Area was included in the coastal LNG Terminal layout plan by the National Development and Reform Commission, the Ministry of Transport, and the National Energy Administration.

On May 2020, a frame agreement to develop an LNG terminal in Panjin was signed among Liaoning Clean Energy Group Co., Ltd, a subsidiary of Liaoning Energy Investment Group, Panjin State Owned Asset Investment Management Group Co., Ltd. and a local private company Liaoning Baoheng Oil & Natural Gas Co., Ltd. The three parties will establish a joint venture to carry out the preliminary preparations for the LNG terminal.

As of 2022, there had been no further evidence for further development of the terminal, and it is considered shelved.
