Background

The power station's first two units were decommissioned in 1998.[2] Units 3 and 4 had 105 MW each and were commissioned in November 1976 and March 1977, respectively. Coal for the power station was supplied from Bharat Coking Coal Limited and Eastern Coalfields Limited.[3] Units 3 and 4 were retired in March 2018.[4]

An expansion unit of 660 MW was under construction in 2023, and was planned for commercial operation in March 2024.[5]

Expansion plans

In its 2007 Corporate Plan, Uttar Pradesh Rajya Vidyut Utpadan Nigam stated that it planned to commission three additional 100MW units at the Panki Thermal Power Station in July and November 2010 and March 2011.[6]

In the subsequent corporate plan, UPRVUN stated that the expansion of the plant would be 250 MW and stated that, as of March 2011, the plant was "pending for approval of competent authority."[7]

In September 2014 UPRVUN received a terms of reference for a 660 MW unit.[8] The company applied for environmental clearance in January 2016.[9]

The expansion received environmental clearance on June 29, 2017.[10] Boiler erection began in April 2019. Commissioning was planned for 2021,[11] later pushed to 2022,[12] then 2023,[13][14] and then 2024.[15]

The May 2023 Broad Status report estimated that the expansion unit would be commissioned in March of 2024.[5] The November 2023 Broad Status indicated expected commissioning in October 2024. The project was 82% complete, as of November 2023.[16]

Expansion Financing

The Broad Status report refers to financial closure achieved in 2018, however no further details are available.[5]
