Background

The existing 880 MW power station consists of ten units: four 50 MW units commissioned 1966-1970, two units of 100 MW each in 1971-972, and four units of 110 MW each in 1977-86. The plant's load factor has steadily declined over time and was under 10% in 2007.[1]

The 880 MW power station was shut off in January 2017 for economic reasons. It is planned to be replaced with the 4,000 MW coal plant proposed for the location.[2][3]

Description of expansion

In May 2015, the Jharkhand government signed a Memorandum of Agreement with NTPC to form a joint venture company for 4,000 MW capacity expansion of the Patratu power station. The expansion would be completed in two phases - 3x800 MW and 2x800 MW - tentatively scheduled for completion in 2024-25.[4]

In April 2016, the joint venture, known as Patratu Vidyut Utpadan Nigam Limited (PVUNL), was officially established.[5]

The phase I expansion (3 x 800 MW) received a terms of reference on June 7, 2016. An EIA for phase I (3 x 800 MW) was submitted in June 2017. It states a phase II of 2 x 800 MW will be established later if the resources are available. The plant would be supercritical, with coal sourced from the Banhardih captive coal block. According to the EIA, the new coal plant will be within the boundaries of the now retired power station; no additional land for the major facilities is proposed to be acquired.[6]

Environmental clearance for phase I (3 x 800 MW) was granted on November 7, 2017.[7]

In May 2018, Prime Minister Narendra Modi laid the foundation stone for the first phase (3 x 800 MW). NTPC has awarded the Engineering, Procurement & Construction (EPC) contract of the project to Bharat Heavy Electricals Limited (BHEL).[8] Boiler erection began on the three units in the second half of 2019.[9][10]

As of November 2021, the units were expected by 2024-2025.[11][12][13]

Phase II (2 x 800 MW) has not received any permits since it was proposed in 2015, and plans appear to be deferred or abandoned.

In May 2023, the Broad Status report stated that Units 1, 2, and 3 had achieved 65%, 60%, and 40% of construction work at the time of reporting, and that the units would be commissioned in 2024 (Units 1 and 2) and 2025 (Unit 3).[14] The November 2023 Broad Status report referred to the same expected commissioning timing, noting that associated transmission system line are to be constructed under State funding.[15]

Financing

In May 2015, it was reported that NTPC owns 74% of the expansion project and state-owned Jharkhand Bijli Vitran Nigam Limited (JBVNL) owns 26%. It was further reported that at least 50% of the development was to be financed with commercial bank debt; project costs were estimated to be US$1.16 billion.[16] In October 2018, it emerged that the total project cost of Rs 186 billion (approx. US$2.5 billion) would be covered by 75% debt and 25% equity. State-owned Rural Electrification Company agreed to cover the debt portion by providing a loan of Rs 140 billion (US$1.9 billion). The 25% equity portion (Rs 46.67 billion / US$640 million) is being split according to ownership percentages, with NTPC covering 74% (Rs 34.54 billion / US$473.6 million) and JBVNL covering 26% (Rs 12.13 billion / US$166.4 million). A substantial portion of JBVNL's requirement was met by considering the value of the land transferred by the Government of Jharkhand to PVUNL (Rs. 8.37 billion plus accrued interest during the project construction period). The remaining equity balance will either be covered by cash infusions from JBVNL or by the Government of Jharkhand.[17]
