Background

In its 2021 annual report, Iberdrola announced that the Topolobampo III plant had begun operating in 2020.[9] However, as of April 2022, the Mexican government had reportedly halted the plant's operations subject to the payment of US$ 16.5 million in penalties for delays in construction of the plant.[10]
