Background

The project is also referred to as Victoria Energy Terminal.[6]

Dutch storage firm Vopak plans to build an LNG import terminal at Avalon in Port Phillip bay in Victoria using a 636-849 TJ/d floating storage and regasification unit (FSRU).[1]

Vopak submitted an environmental plan to the Victorian government in December 2022, and was still awaiting approval as of May 2023.[4][7]

In May 2025, the company announced its confidence in advancing the project after new laws were passed to streamline project approvals. At this time, the project was expected to be operational by 2029.[8] The project's website states an expected start up date as 2028.[6]

In May 2025, Vopak was in advanced talks to secure a converted FSRU for the project.[9]

In June 2025, public comment was invited on the draft Scoping Requirements for the Environment Effects Statement.[10] In June 2025, it was announced that Hatch Ltd. was selected to deliver front-end engineering design (FEED) for the project.[11]
