Puerto Bahía LNG Terminal

Background

Puerto Bahía LNG Terminal is a proposed LNG import and regasification project at Puerto Bahía in Cartagena Bay, Bolívar, Colombia. The project is being developed by Sociedad Portuaria Puerto Bahía S.A., the port company controlled by Frontera Energy Corp. Frontera reports a 99.97% equity interest in Sociedad Portuaria Puerto Bahía, with the remaining 0.03% held by minority shareholders.

The project would use existing port infrastructure at Puerto Bahía, including its maritime terminal, available permits, and proximity to Colombia’s National Transport System (SNT). Public reporting has described the project as a second regasification terminal in the Cartagena area, separate from the operating SPEC LNG terminal. The project is also distinct from the Puerto Bahía–Gasco LPG project, which concerns liquefied petroleum gas rather than LNG.

The proposed terminal is planned in phases. Public reporting in 2026 stated that current contracts contemplated an initial capacity of 126 million cubic feet per day (MMcf/d) during the first two years of operation, with expansion to 300 MMcf/d in a later phase. If recorded as incremental capacity, the second phase would add 174 MMcf/d. The original design contemplated expansion to 300 MMcf/d from the third year of operation, but project promoters were also evaluating whether to advance the additional capacity within the 2026 horizon because of Colombia’s tightening gas supply balance. Some sources report capacity expansions up to 370 MMcf/d and 400 MMcf/d. The project has been reported as targeting start-up in December 2026, although the exact final schedule remains subject to confirmation.
