Background

Terminal Brisa (also known as Puerto Brisa LNG Terminal) is a planned liquefied natural gas (LNG) import and regasification terminal located at Puerto Brisa, in the Zona Franca Permanente Brisa, municipality of Dibulla, in the La Guajira Department, on Colombia’s northern Caribbean coast.[8][9]

The initiative originated with TransEnergy LNG S.A.S. ESP, a Colombian company that in 2021 secured a 20‑year lease (with purchase option) over a plot in the Zona Franca Brisa to build storage tanks and regasification units.[10] In partnership with US-based Energy Developments LLC, the project formalized collaboration with Korea Gas Technology Corporation (LNG storage technology) and Corban Energy Group (project contractor) through a commercial agreement signed in Seoul in late 2024.[8][11][12][13][14]

The terminal is designed in two phases: an initial floating phase (target operational by end‑2026) featuring and FSRU with regasification capacity of 180–240 million cubic feet per day (MMcf/d); a second phase would involve constructing two additional 80,000 m³ onshore tanks, enabling potential incremental capacity up to 400 MMcf/d. The construction of the second phase is contingent upon projected fossil gas demand growth in the Colombian energy market.[8]

The project is expected to generate local employment; about 170 direct and 425 indirect jobs during construction, and about 35 direct jobs during operations.[8] Initial estimates indicate that Terminal Brisa will require an investment of US$600 million.[14]
