Background

In December 2024, Riviera reported that the LNG carrier Bilbao Knutsen was being converted to be a floating storage unit (FSU) working in conjunction with a new onshore LNG import terminal in Puerto Cortés, Honduras.[3] Plans called for the terminal to supply gas to the nearby Brassavola power station. If completed, the import terminal would be the first in Honduras.[4]

Genesis Energias, a Honduras-based company, made a $200 million equity investment in the terminal, backed by Guatemalan capital.[5] A 15-year supply contract with UK firm Centrica was also signed in 2025.[6]

A pair of media reports in December 2024 highlighted the high environmental risk associated with the project[7] and the controversy surrounding approval of components, noting that contracts had been made directly rather than put out to tender.[8]

As of early August 2026, the Bilbao Knutsen FSU had arrived in Puerto Cortés and received at least two shipments of LNG.[9][10] However, the associated onshore terminal remained unfinished.[11] Journalists from La Prensa who visited the terminal site repeatedly — most recently in June 2026 ― reported that construction progress on the regasification facility appeared minimal and insufficient to enable commercial operations.[12] With terminal completion reportedly delayed until the first quarter of 2028, the logistics of fueling the associated Brassavola power plant in the short term remained unclear.[13]
