Background

Claiming to be the coal project providing peak load and frequency regulation support for China’s first cross-provincial and cross-grid exporting electricity energy base with the largest installed capacity and the highest proportion of renewable energy, the feasibility study of the project was approved at the end of 2024[1].

Bidding for the environmental assessment was also announced in December 2024[2]. The local government put out a call for public feedback on the social stability risk assessment around the same time[3].

On 18 February 2025, the Qinghai Provincial Development and Reform Commission granted the project permission to build[4].

Biddings for equipment, design and construction were announced throughout 2025[5][6][7][8].

Although a ceremony was held in February 2025[9], as of August 2025, there was no report about concrete being poured into the foundation of the main structure, indicating that construction had not officially begun.
