Background

The Qeshm LNG project was first proposed in 2006 by Australia's Liquefied Natural Gas Ltd. (LNG Ltd.) in partnership with Iran's Civil Pension Fund Investment Company. The proposal called for a 3.45 million tonnes per annum (mtpa) liquefaction plant on Qeshm Island, to be developed in three phases, each consisting of a 1.15 mtpa liquefaction train. The project was expected to source gas from the Salkh and Southern Gashu gas fields, with developers targeting financial close, LNG sales agreements, and first production by 2010. However, the project failed to advance as international sanctions on Iran made financing, technology transfer, and foreign investment increasingly difficult, leading to the abandonment of the original development plans.

The project was revived in 2017 under a new development concept after Iranian company Tak Iran Investment Company signed a memorandum of understanding with the Qeshm Free Zone Organization. Speaking to reporters in June of 2017, Advisor to Managing Director of Qeshm Free Zone for oil and energy affairs Mohammad Javad Dehqani said that the project will be 250-million-dollar investment.

Qeshm Island is part of the Iranian government’s Free Enterprise Zone, specifically targeting foreign investment. The area contains a number of the country’s oil and gas fields and has been put forward for refinery construction before. The island is the centre of a huge amount of infrastructure investment. Among other things, the enhanced port facilities will be useful to the refinery both during its own construction and during its operation. There are two vast gas fields near the Qeshm Island. One is ‘Gurzin’ field which yields two million cubic metres of sweet gas annually for the power plant of Bandar Abbas and the other is the untapped field of ‘Salakh’ whose reserves are believed to be more than the former field. According to the public authorities, the oil to be found near the plant is low in sulphur.

There have been no development updates since 2017 and the project is presumed to be cancelled.
