Qilu Works power station (齐鲁石化热电厂) is an operating power station of at least 190-megawatts (MW) in Sinopec Qilu plant, Linzi, Zibo, Shandong, China with multiple units, some of which are not currently operating. It is also known as 中国石油化工股份有限公司齐鲁分公司1#-8#热电机组背压替代改造项目.

Background
The power station has a mix of operating, retired, and proposed capacity.[7]
120 MW of capacity was retired at the plant from 2018-2019.[8]
A 70 MW unit was reportedly started up in 1995.[9] Units 9-14 appear to be six units with 25 MW each.[10]
160 MW of new capacity was proposed at the station and appeared to be under pre-permit development.[11]
In June 2023, the Shandong Provincial Party Committee and the Provincial Government approved the construction of a 3 x 80 MW expansion project.[12]
The new replacement units have been actively under construction. In 2023, the project was featured in feasibility studies and environmental impact assessments.[13]
In 2024, the project was included in Shandong's key project list, and the construction ceremony for the new 3×80MW back‑pressure units was held in May.[14] The older units (1–8) have been subject to various status changes, with some retired and others, like Units 7 and 8, listed for retirement in 2023.[15]
By May 2025, the project was reported to have commenced construction in 2024 and was progressing in two phases.[16] In July 2025, electrical installation began,[17] and by June 2026, the new Unit 1 had successfully completed a test run and grid connection.[18]
