Background

Qinzhou LNG Terminal is a proposed LNG terminal in Guangxi, China.

It was reported in 2015 that the Qinzhou LNG Terminal is planned to be built in the municipal region of Qinzhou and will include the construction of a terminal, jetty, regasification facilities and LNG rotating capacity of 3 mtpa. Another source indicates that the capacity is 4 mtpa. It appears that the developer has abandoned the project, and the local government is seeking a new sponsor.

In 2017 the project was reported to be suspended. PetroChina of CNPC was listed as the sponsor.

As of March 2019 there was no further news about this project and it was temporarily considered cancelled. However, as of 2021, the project has since been mentioned in the Five-Year Plan of the Beibu Bay region, and it is considered proposed again.

Qinzhou LNG terminal project was also listed in Guangxi Oil and Natural Gas Development 14th Five Year Plan in 2022. In the plan, the project has two 200,000 cubic meter storage tanks with 4 mtpa of receiving capacity. The local government agency is actively pushing this project forward.

我委已将钦州LNG接收站工程项目纳入《北部湾国际门户港综合能源基地建设实施方案（2021-2025年）》及《广西壮族自治区石油天然气发展“十四五”规划》，拟新建2×20万立方米LNG储罐及配套设施，接卸能力400万吨/年。2020年起，我委多次向国家能源局、交通运输部下属规划院等汇报衔接，积极争取将钦州LNG接收站工程项目及专用码头纳入国家相关规划，目前暂未纳入国家相关规划。后续我委将继续密切衔接国家相关部委，争取早日纳规。建议钦州市加快项目选址及规划，尽快选择项目业主，加快项目前期工作。
