Quanhui B cogen power station (福能股份泉惠热电, 福建泉惠石化工业区东桥热电一期2×660MW, 泉惠石化工业区热电联产(B厂区）) is a power station in Douwei District, Hui'an, Quanzhou, Fujian, China with multiple units of varying statuses, none of which are currently operating. It is also known as 华润泉惠热电, pplc石化工业区2×660MW超超临界热电联产工程（2号机组）项目.

Background
Progress on Phase I was slow, but Phase II was permitted in 2024. In 2023, there was a ground‑breaking ceremony.[6]
In early 2024, ownership changes and delays were reported, followed by project approval in April and a board resolution to invest in May.[7][8] Equipment tenders were issued in mid‑2024.[9]
In 2025, the project appeared on construction lists, and main contracts were awarded in February, with construction starting in earnest in May.[10][11] In 2026, the project reached milestones like boiler hoisting and roof sealing.[12]
For Phase II (Units 3 and 4), the project was permitted in September 2024, feasibility studies were conducted, and the environmental impact assessment was approved in early 2025.[13][14] Equipment technical discussions and tenders occurred in late 2025 and early 2026, with EPC tenders issued in July 2026.[15]
