Background

Quynh Lap LNG Terminal is a proposed project to supply the Quynh Lap power station, which are parts of an LNG-to-power project in Vietnam's Power Development Plan VIII. The LNG-to-power project is estimated in whole to cost US$2.4 billion. As of September 2024, the project was planned to begin operating by 2030, and its capacity will be 1.15 mtpa. The project is currently sponsored by the Government of Vietnam, which is seeking investors.[3]

In August 2025, The Investor reported that South Korea's SK Innovation of SK Group had submitted a proposal to be considered as the project sponsor.[4]

On February 12, 2026, the Nghe An Provincial People's Committee approved the investment and the investor consortium for the Quynh Lap LNG power project (Decision No. 26/QD-UBND): PetroVietnam Power Corporation (PV Power), SK Innovation (South Korea) and Nghe An Sugar Co., Ltd. (NASU). Construction of technical infrastructure began on May 18, 2026. The ~US$2.25 billion project in Quynh Lap commune, Hoang Mai township comprises a 1,500 MW plant (two CCGT units), a gas receiving terminal for carriers of about 100,000 DWT and an LNG input of about 1.15 million tonnes per year, targeting commercial operation by December 2030.

Construction on the integrated project began in May 2026.[5][6][7]
