Background

On May 2020, a frame agreement to develop an LNG terminal in Shidao Port, Rongcheng was signed between Rongcheng government and two companies: Beijing Jingneng Oil & Gas Resources development Co., Ltd. (北京京能油气资源开发有限公司)、Xinfa Holding Co., Ltd 鑫发控股有限公司.[1]

As of 2022, there had been over two years since any reported development of the terminal, and it is considered shelved.
