Background

On May 2020, a frame agreement to develop an LNG terminal in Shidao Port, Rongcheng was signed between Rongcheng government and two companies: Beijing Jingneng Oil & Gas Resources development Co., Ltd. (北京京能油气资源开发有限公司)、Xinfa Holding Co., Ltd 鑫发控股有限公司.

As of 2022, there had been over two years since any reported development of the terminal, and it is considered shelved.
