Background

The Roskovec power station will be Albania's first thermal power plant. This new power plant will allow Albania to significantly reduce electricity imports and manage the country’s growing energy demand with greater efficiency and flexibility. In November 2023, the plant was included into the list of "Power Plants with Preliminary Opinion for Connection to the Transmission System in 2022".[6] The same month, an environmental permit for the construction of the plant was issued.[7]

In November 2023, it was reported that gas company DEPA Commercial was set to acquire a 35% stake in Fier Thermoelectric SA, a company co-founded in September, 2022 by the GEK TERNA group and Albania’s GENER2, for the development of the plant. As part of the agreement, DEPA Commercial signed a long-term agreement for gas supply to the Roskovec power station.[8] In December 2023, the Competition Commission approved the acquisition of joint control of the company FIER Thermoelectric by the companies DEPA Commercial, GEK TERNA and GENER 2.[9][10]
