Background
In June 2025, ST LNG filed an application with the United States Maritime Administration (MARAD) for the development of the ST LNG Deepwater Port Development Project, an LNG export terminal with fixed and floating components. The terminal is planned to have four 2.1 mtpa liquefaction systems totaling 8.4 mtpa in export capacity, and to be developed in four phases each adding a 2.1-mtpa liquefaction system. The project would be sited about 10.4 nautical miles offshore Matagorda, Texas.[2]
In May 2026, ST LNG was granted approval by the U.S. Department of Energy to export LNG to free trade agreement (FTA) countries, after submitting requests for FTA and non-FTA approval in December 2025. As of this time, the expected start year for the first phase of the project was 2029. The second, third, and fourth phases could start in March 2031, September 2032, and March 2034 respectively.[3]
