Background

The Shaanmei Group Yulin Chemical captive power station was proposed to provide electricity to the facilities in the Qingshui Industrial Park in Yulin, Shaanxi. It was set to primarily support the new gasification plant being constructed by the Shaanxi Coal and Chemical Industry Group, which would be a 1.8 million tons per year ethylene glycol project.[1] The annual conversion of coal to energy will require 20 million tons of coal.[2][3]

In May 2018, the self-provided thermal power project was approved by the Yulin Development and Reform Commission.[1]

The project involved a total investment of nearly 130 billion RMB and was reportedly the largest coal chemical project in the world in 2021. Construction began in 2019. It was originally meant to be completed by June 2021, but this date was pushed back to the end of 2023.[4]

In July 2021, construction for the plant and the gasification project was temporarily suspended due to 'excessive energy consumption'.[2] It was unclear when construction would recommence.

The power station was presumed shelved.[5]

Phase I of the chemical project went into operation by September 2022. According to related new, the captive station included four units and not give.[6]
