Network background

According to the Provincial Development and Reform Commission, by the end of 2019, there were 54 operating gas pipelines in the province, including 10 national-level gas pipelines and 44 provincial-level gas pipelines which formed the provincial pipeline network. The total mileage for the provincial gas pipeline network was 3,643.5 kilometers and the transportation capacity reached 18.9 billion cubic meters per year.

The gas production in Shaanxi province ranks third among 31 provinces in China in 2021.

Shaanxi Provincial Natural Gas Co., Ltd. 陕西省天然气股份有限公司 is the major planner, constructor and operator of gas pipeline in the province. It has built 47 long-distance pipelines with a total pipeline network mileage of 3,769 kilometers and an annual gas transmission scale of 16.5 billion cubic meters, according to its official website.

In Shaanxi Province 14th Five-Year-Plan (2021-2025), regarding the gas pipeline development it read:

加快省属天然气长输管道建设，推动省属输气管网与国家管网互联互通，完善支线管网布局，加强城镇燃气管网建设，建成榆林—西安、关中环线南北联络线、大牛地气田与靖西线联通线、川东北至陕南输气管道，形成以西安和榆林为中心，纵贯南北、横跨东西、干支互通的天然气输配骨干网格局。

Translate:

The province will accelerate the construction of provincial long-distance natural gas pipelines, promoting the interconnection between the provincial gas pipeline network and the national pipeline network. It will improve the branch pipeline network layout and strengthen the construction of urban gas pipeline network. During the FYP period, Shaanxi plans to build the Yulin-Xi'an pipeline, north-south connecting line of Guanzhong ring line, the connecting line between Daniudi gas field and the Jingbian-Xi'an gas pipeline, and the Northeast Sichuan to South Shaanxi Gas Pipeline. Centering Xi'an and Yulin, the province plans to form a backbone grid of gas pipeline through the north-south and the east-west, connecting trunks and branches.

Guanzhong Loop Gas pipeline 关中环线输气管道（永乐-临潼-眉县-礼泉-泾阳）
