Background on Project

Shaanxi Youser Group proposed a coal plant of five units of 330 MW (1,650 MW total) to provide power for its Shaanxi aluminum-magnesium alloy plant. Shaanxi Province hopes to make the plant part of a complete upstream and downstream industrial park.[1][2]

The plant went into operation in 2013.[3][4][5]

It has been reported that the captive power plant did not receive the necessary approvals and permits from China's National Development and Reform Commission.[6][7]
