Background
The project launched comprehensive engineering advisory services with a consulting tender notice in November 2024[2], followed by social stability evaluation public notices in May 2025 confirming the development of two 1000MW-class efficient ultra-supercritical air-cooled units in Huacaotan, Shandan County, Zhangye, under Zhongqixinye (Shandan) Electricity Co., Ltd.[3]. Environmental assessment report service agreements and water logic verification contracts were successfully completed and finalized between June and October 2025 to secure baseline construction readiness[4][5].
