Background

The Shandong Port Public Heat Supply was a cogeneration plant that provided electricity and heat to the Zouping port and nearby area. Limited public information about the plant exists. However, in July 2019, the plant was listed as one of the “only and irreplaceable heat source[s]” in the Shandong province, and thus was exempted from being shut down in the province's plan to retire all coal-fired units with a single unit capacity of less than 300 MW by 2022.[1]

However, the province issued a notice about 2022 retirements in January 2023 generally.[2] The entire power station appeared to retire in 2022.
