Background
Shanghai Yangshan LNG Terminal is a 3 mtpa LNG import terminal located in Zhoushan, Zhejiang province, but exclusively supplying natural gas to Shanghai, China.[7]
Undated Google satellite image shows the exact location of Shanhai Yangshan LNG terminal (left) and its expansions 1 & 2 (right) on Yangshan Island in Hangzhou Bay, which adjoins Shanghai. Although Yangshan Island belongs to Zhejiang Province, the LNG terminal and the deep water port which the LNG terminal locates belong to Shanghai Municipality.

Although Yangshan Island belongs to Zhejiang Province, the LNG terminal and the deep water port which the LNG terminal locates belong to Shanghai Municipality.
Phase I construction of Shanghai Yangshan LNG Terminal includes three 165,000 cubic meter storage tanks, a special LNG jetty that can anchor ships up to 200,000m³ and the associated regasification and sea-bed gas pipelines to link to the Shanghai gas distribution network. LNG imports at the site began in 2009 with projected receiving capacity of 3 mpta.[8]
One worker was killed and another fifteen were injured in an explosion during equipment testing while the terminal was under construction in 2009.[9]

Expansion
Approval for the construction of two additional storage tanks was received in 2016.[10] Construction on a 3-mtpa expansion of the terminal reportedly began in April 2017.[11] In April 2019 it was reported that construction of the expansion was continuing and that it would be commissioned in 2020.[12]
The expansion of the terminal began operating in November 2020.[13][5]It increased the storage capacity by 80%. [14]However, the receiving capacity remains unchanged.
Phase II
A new expansion project (上海LNG(液化天然气)站线扩建项目) received permit for construction from Shanghai Municipal Development and Reform Commission (DRC) and the Zhejiang Provincial DRC in October 2022.[15]
The construction began on November 20,2022.[16]
The new expansion project is located in Shenjiawan, Yangshan Port, adjacent to the existing Shanghai Yangshan LNG terminal. The receiving LNG capacity is 6 million tons per year. It will add one new 150,000-ton LNG jetty, 10 storage tanks with 220,000 cubic meters each and supporting auxiliary facilities. 70 kilometers of transporting gas pipeline will also be included. It plans to complete 4 storage tanks and a new jetty before 2025, as the first stage, additional 4 storage tanks in 2027 and a full completion in 2030. The total investment is around 17 billion yuan.[16][17]
The sponsor company of the new expansion project was jointly established by Shenergy Group, Zhejiang Natural Gas Group and CNOOC Gas & Power Group. The LNG it receives will exclusively supply Shanghai.[15]

As of February 2024, the construction is ongoing.[18] The Export-Import Bank of China is leading a syndication to finance the project.[19]
The four storage tanks completed construction in May 2024[20] and the Jetty project completed in June 2025. [21][22]Once the associated pipeline completes the construction, the first stage of the expansion project (Phase II) will enter operations.
