Expansion I

Approval for the construction of two additional storage tanks was received in 2016.[4] Construction on a 3-mtpa expansion of the terminal reportedly began in April 2017.[5] In April 2019 it was reported that construction of the expansion was continuing and that it would be commissioned in 2020.[6]

The expansion of the terminal began operating in November 2020.[7][8]

Expansion II

A new expansion project (上海LNG(液化天然气)站线扩建项目) received permit for construction from Shanghai Municipal Development and Reform Commission (DRC) and the Zhejiang Provincial DRC in October 2022.[10]

The construction began on November 20,2022.[11]

The new expansion project is located in Shenjiawan, Yangshan Port, adjacent to the existing Shanghai Yangshan LNG terminal. The receiving LNG capacity is 6 million tons per year. It will add one new 150,000-ton LNG jetty, 10 storage tanks with 220,000 cubic meters each and supporting auxiliary facilities. 70 kilometers of transporting gas pipeline will also be included. It plans to complete 4 storage tanks before 2025, and a full completion in 2030. The total investment is around 17 billion yuan.[11]

The sponsor company of the new expansion project was jointly established by Shenergy Group, Zhejiang Natural Gas Group and CNOOC Gas & Power Group. The LNG it receives will exclusively supply Shanghai.[10]

As of February 2024, the construction is ongoing.[12] The Export-Import Bank of China is leading a syndication to finance the project.[13]

Background

Shanghai Yangshan LNG Terminal is a 3 mtpa LNG import terminal located in Zhoushan, Zhejiang province, but exclusively supplying natural gas to Shanghai, China.[15]

Phase I construction of Shanghai Yangshan LNG Terminal includes three 165,000 cubic meter storage tanks, a special LNG jetty that can anchor ships up to 200,000m³ and the associated regasification and sea-bed gas pipelines to link to the Shanghai gas distribution network. LNG imports at the site began in 2009 with projected receiving capacity of 3 mpta.[16]

One worker was killed and fifteen workers were injured in an explosion during equipment testing while the terminal was under construction in 2009.[17]
