Shantou LNG Terminal, also known as 广澳LNG接收站 and 粤电汕头LNG接收站, is an LNG import terminal in China with units that are cancelled (confirmed) and proposed.

Background
Shantou LNG Terminal is a proposed LNG terminal in Guangdong, China.[8]
In 2016, the city government of Shantou signed investment agreement with Yudean Group (changed name to Guangdong Energy Group in 2019) and its partners to jointly invest and build Shantou LNG terminal. The proposed receiving capacity would be 3 mtpa, and the estimated investment would be 6.6 billion yuan ($ 1 billion).[9]
In 2018, it was reported the project was facing challenges on sea source usage. [10]
In 2021, Shantou Communication Bureau expressed the determination to accelerate the preliminary work of the Yudean Shantou LNG terminal project during the period of 14th Five-Year Plan.[11]
More details of the project were disclosed in October 2022 when a delegate of a non-communist party visited the sponsor company:
Guangdong Yuedian Shantou LNG Station Project (hereinafter referred to as the "Project") is proposed by Guangdong Yuedian Shantou LNG Co., Ltd., which is controlled by Guangdong Energy Group Natural Gas Co., Ltd., a subsidiary of Guangdong Energy Group. The total investment of the project is around 13.5 billion yuan with 10 billion yuan for the first phase, including five storage tanks with 220,000 cubic meters each. The annual receiving capacity is 3 million tonnes for the first phase. The gas supply capacity is 4.2 billion cubic meters per year.
In the second phase, two 220,000 cubic meter storage tanks will be built, and the annual receiving capacity of the two phases will reach 6 mpta. The gas supply capacity will reach 8.4 billion cubic meters per year. A special LNG jetty with a berthing capacity of 80,000-217,000 m3 (its hydraulic structure is designed for berthing 267,000 m3 LNG vessels) and one berth for 1,000-ton workboats will also be built.
In addition, a gas pipeline with a length of about 50 kilometers and a gas transmission capacity of 3.846 billion cubic meters per year will be built. further expansion and upgrade are possible according to the needs of the government. It has the potential to become a national natural gas reserve base (the project site is located on a block of more than 1,000 mu （0.67 square kilometers）, which can accommodate 15 storage tanks of 220,000 cubic meters).[12]
On July 16, 2023, National Energy Administration responded a representative of the People's Congress regarding their request to support the development of Shantou LNG terminal, indicating the already operated and planned LNG terminals in Guangdong can meet the natural gas consumption needs for a long time to come. The letter also says Guangdong has diversified natural gas sources that could ensure the sufficient and stable gas supply, implying there is no need to build new LNG terminals in near future. Guangdong will improve the pipeline network to better supply the natural gas in Shantou area instead.[13]
After this letter was issued, the local government still push forward the project.[14]
The project was included in the 13th Five-Year Energy Development Plan of Guangdong Province (2016–2020) and the 14th Five-Year Energy Development Plan of Guangdong Province (draft for comments).[15]
The 2024 government work reports of Haojiang District and Shantou City both emphasized advancing the preliminary work of the project.[16][17]
