Background

Shanxi Liheng Steel Co., Ltd. is in the process of being absorbed by Shanxi Jinnan Iron and Steel Group Co., Ltd. to form a company with annual production capacity of 10 million tons of steel.[1] The company has been included in the list of steel standard companies to be rectified due to environmental issues. On March 15, 2019, the working group for strengthening supervision and designated assistance in key areas, under the campaign of the Blue Sky Defense War launched by the Ministry of Ecology and Environment pointed out that the company failed to implement the emergency plan requirements.[2]
