Background

Shenhua Group proposed a 2 x 1,000 MW ultra-supercritical coal plant for Shakou Town. The pre-feasibility study was done in 2013, and approved in August 2015. Land clearing began, with operation planned for 2018 (as of 2015).[5]

Project suspended by central government

In January 2017 China's National Energy Board directed the Guangdong Province to suspend or postpone nine coal projects in the province, including Shenhua Qingyuan power station, due to excess coal capacity. Construction is therefore halted until further notice.[6]

For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.

2020:Project Phase I revived

The project was revived in March 2020.[7]

Construction began in June 2020. Commissioning was planned for 2023-2024.[8] In December 2023, Phase I began operating.[9][10]

2022: Project Phase II permitted

Two additional 1,000 MW units went up for public consultation in October 2022.[11]

The units were permitted on October 23, 2022.[12]

The Phase II 2 × 1000MW expansion project was commenced on Dec 29th, 2022. [13]

Starting May 2023, the Shenhua Qingyuan power station has published several bidding contracts for roller screens and coal crushers.[14][15][16]

In August 2023, The piling foundation work for the Phase II 2×1000MW project commenced. [17]

In October 2023, the desulfurization and denitrification EPC general contracting project started public bidding. [18]

In November 2023, Section A of the Phase II main building structure was being installed. [19]

On December 28th, 2023, the project had the Phase II main construction ceremony. [20]

Ownership

On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[21][22] The merger was completed on November 28, 2017.[23]
