Background
The coal-fired units of Shiliquan power station originally consisted of two 300 MW units brought online between 1996 and 1997, and five 125 MW unit. One 125 MW unit was upgraded to 140 MW around 2006, and four 125 MW units were retired in 2008 and subsequently demolished. The plant is owned by China Huadian.[4][5][6]

Description of Shiliquan-3 Expansion
Huadian proposed Shiliquan-3 power station at the same location. A 660 MW unit, unit 1, was approved for construction in 2013, and was scheduled to be completed in 2015.[7] Unit 1 was commissioned in November 2016.[8]
An additional 660 MW unit at Shiliquan-3, unit 2, was proposed (also known as Unit 9).[9] Construction activities at Shiliquan-3 Unit 2 were reported in March 2017.[10] The unit was commissioned in July 2017.[11]
Unit 8 and 9 are classified as "上大压小机组",or "扩建机组", meaning "suppress small to build big units," instead of a new Phase.
Phase III Unit 5 was retired in 2024.[12] Unit 10 is in development. In 2025, a feasibility study for Unit 10 was completed, and the EIA was initiated in early 2026.[13][14]
