Background

In October 2023, the Economic Court of Sumy Oblast initiated bankruptcy proceedings against Shp Kharkivenerhoremont LLC, a long-term lessee of the Shostkinska power station. The company's founders listed in the state register are Shostkaenergo-T LLC (75%), with the ultimate beneficial owner and founder being Vasiliy Momot, and Municipal Enterprise "Production Management of Water Supply and Sewerage Economy" (25%). The company was founded in June 2006, and its primary activity is power generation. In March 2021, Kharkivenerhoremont requested the city council to terminate the lease agreement for the power plant prematurely, which was originally valid until 2026. According to one of the shareholders of Kharkivenerhoremont, the enterprise was consistently operating at a loss. The gas debt in Shostka for the enterprise increased by 100 million UAH in 2021 alone. The debtors will owe money to Kharkivenerhoremont until the enterprise is liquidated, however, the company will be dissolved when all debts are collected, which implies that this process could take decades.[9]

Media reports indicated that the power station may have been targeted by a Russian missile attack in May 2024. However, there have been no reports on whether the station sustained any damage.[10]
