Background
There is a proposal to increase generating capacity through construction of a new 450 MW combined cycle unit.[16] This project was included in the "Comprehensive development plan for the city of Shymkent until 2023" which was adopted by the government in July 2019.[17] In October 2020, it was reported that to facilitate a detailed assessment of the project, a contract was signed for the development of a feasibility study.[18] There have been no updates as of April 2023. The proposal has not been mentioned in the "Comprehensive development plan for the city of Shymkent for the years 2021-2025".[19]
In October 2023, it was reported that construction of a combined cycle unit of 556 MW was being considered on the territory of the power station. A contract has been signed to develop a feasibility study, and project estimation work was in progress. Previously, a delegation from China had visited Shymkent to further discuss the project in detail.[20]
The project was included into the "Electric Power Industry Development Plan until 2035" released by the Ministry of Energy of Kazakhstan in February 2024. The construction of the new unit was put up for auction to secure financing. It is anticipated to be operational by 2028.[21] As of April 2024, there have not been any further updates about the project.
