Background

In May 2020, the investment agreement between Sinaopec and Zhoushan government to build an LNG terminal in Liuheng Island was signed. According to the agreement, the project will be sponsored by a joint venture established by Sinopec Natural Gas Co., Ltd. and Liuheng Tidal Flat Reclamation Co., Ltd. The total LNG receiving capacity will be 15 mtpa, with the total investment around 20 billion yuan ($3.07 billion). The first phase will build 4 storage tanks of 220,000 cubic meters each, with receiving LNG capacity of 7 mtpa. The operating date was expected at 2024.

In December 2022, Sinopec Liuheng LNG terminal received permit for construction from National Development and Reform Commission (NDRC). The permitted capacity is 7.18 million tonnes per year, with five storage tanks of 220,000 cubic meters each. The total investment is about 10.25 billion yuan. The location is next to Zhejiang Energy Liuheng LNG Terminal.

As of Febuary 2024, there is news about its preparation, but the construction date is still pending.
