Bayanhua Jinshan power station (华电白音华金山电厂) is an operating power station of at least 1200-megawatts (MW) in Bayanhua Town, West Ujimqin, Xilingol, Inner Mongolia, China with multiple units, some of which are not currently operating. It is also known as 锡林郭勒苏能白音华电厂 (Phase II Unit 3 & 4).

Background
The two existing coal-fired units of Bayanhua Jinshan power station, totaling 1,200 MW, were brought online in 2010. The plant is majority-owned by China Huadian.[4][5]
Description of Expansion
In 2012, Huadian Group was planning to build two additional coal-fired units at this plant, units 3-4, with a total capacity of 1,200 MW.[5][6][7] It was planned for operation in 2017.[8][9][10]
There were no developments on the two units through 2019, likely due to the central government's "traffic light" policy, a policy introduced in 2016 that limited coal plant development in most provinces, including Inner Mongolia. In 2019, Inner Mongolia was issued a green light under the traffic light policy allowing for new coal plant development.[11]
In May 2020, units 3-4 of the power station were permitted for construction.[12]
In March 2024, China Energy Engineering Group Tianjin Electric Power Construction Co. and Longjiang Energy Construction won bids for the project.[13]
In April 2024, site preparation work including foundation excavation for units, boiler houses, and cooling towers was underway.[14]
In May 2024, the first steel frame column for Unit 1 boiler was installed.[15]
In October 2024, the project was reported to have started construction in the third quarter of 2023, with expected dual commissioning by the end of 2026.[16]
In November 2024, the boiler plate beam hoisting for Unit 1 was completed.[17]
The project was listed on a 2025-2027 planned construction list.
Construction progress in 2025 included the first welding of boiler heating surfaces in March 2025,[18] completion of boiler plate beam hoisting in May 2025,[19] chimney topping out in June 2025,[20] and first grid synchronization of Unit 1 in August 2025.[21] Cooling towers were topped out in September 2025.[22]
In 2026, milestones included generator stator placement in January,[23] generator rotor installation in April,[24] and utility power reception in April 2026.[25] The boiler hydrostatic test for Unit 1 was completed in May 2026.[26]
