Background

Stepanovsky Coal Mine (Степановский разрез) is a SURFACE mine in Kemerovo region, Russia.

The Stepanovsky Coal Mine is owned and operated by Stepanovsky Razrez LLC, which is owned by MelTEK.

The mine was commissioned in 2010, backed by an investor Ralif Safin. By April 2015 the coal mine was under appointed management. The bankrupt mine's assets were acquired by MelTEK in 2016. The mine's production as of 2018 was around 0.6 million tonnes, athough the mine's initial capacity was 1 million tonnes.

In March 2022, the Federal Technical Supervisory Authority Rostechnadzor identified deviations from design documentation and the mining development plan. Rostechnadzor suspended the mine's operations and turned to court. It is not known whether the operations have restarted since then.

In February 2023, the vice governor of Kusbass region referred to the decision to reduce mining volumes of the mine in the wake of additional geological exploration, with reclamation starting 10 years earlier than originally planned - in 2027.

In the first half of 2022, the mine produced 0.27 million tonnes, which was 27% lower than in the same period in 2021.

Expansion Project

In September 2022, it was announced that Stepanovsky Razrez LLC will conduct public consultations about coal mining in sections Stepanovsky and Stepanovsky Gluboky (or 'Razvedchik' coal mine section). Technical project and environmental impact assessment was made available, with planned capacity of the new section stated at 1.5 Mtpa. Public hearings were planned to take place in September 2022. As of October 2023, there were no further news on this project.

The settlements of Gavrilovka and Novo-Moskovka suffered the most from the activities of the mine and the noise from explosions was felt by residents of Sosnovka and Targai for several years in a row. The last straw for local residents was the uncontrolled explosions in February 2018. The blast wave from which seriously rocked residential buildings in populated areas.
