Background

The project is located at the Scrubgrass waste coal power plant, which was built in 1993 to burn low-grade coal that was set aside as waste material from older coal mines, mostly during the mid century era.[1] The struggling power plant was purchased by a private individual, Bill Spence, in 2017. Mr. Spence had previously sold waste coal that he owned to the power plant, beginning in 1994. He later went on to form Stronghold Digital Mining, which became a public company in 2021. Also in 2021, Stronghold purchased the Panther Creek Waste Coal plant near Nesquehoning, Pennsylvania, and converted it to a bitcoin mining operation.[2]

Burning waste coal material is controversial. While it achieves remediation of coal waste dumps which pose contamination issues, it also results in higher carbon dioxide emissions and potentially higher levels of other types of emissions.[3]
