The Subida da Serra Gas Pipeline, known in Portuguese as Gasoduto Subida da Serra, is a partially operational gas pipeline in Brazil. A previous iteration of the project proposed by the Brazilian government in 2019 was known as the Cubatão-GASAN Gas Pipeline, or Gasoduto Cubatão/SP-GASAN/SP.

Background

São Paulo gas company Comgás (a subsidiary of Compass) originally announced the Subida da Serra project as a means to transport fossil gas from its proposed Cosan FSRU LNG terminal to its distribution hub in metropolitan São Paulo. The project was to comprise an 8-kilometer, 20-inch pipeline to transport gas from the LNG terminal to the industrial suburb of Cubatão, coupled with a second pipeline, which was to provide onward transport to the São Paulo metropolitan area.[11]

São Paulo's state energy regulatory authority Arsesp approved Comgás's terminal-plus-pipeline project in 2019.[12][13] However, the project soon became controversial because Comgás sought to have it classified as a distribution pipeline, to shield it from the more stringent regulatory requirements governing transmission pipelines. Other interested parties, including gas companies and industrial associations in the São Paulo area, argued strongly that it should be classified as a transmission pipeline, which would make it subject to federal government oversight.[11][12][14]

In September 2021, Brazil's national petroleum agency ANP ruled that the Subida da Serra pipeline was a transmission pipeline, and thus subject to regulation by federal agencies, as opposed to the state government of São Paulo.[15] In June 2023, ANP appeared to reverse course, ruling that the Subida da Serra project could be classified as distribution infrastructure if certain conditions were met.[11] However, by mid-2024, ANP, Comgás and Arsesp had reached another impasse after ANP reverted to its original position that Subida da Serra should be classified as a transmission pipeline.[16]

In April 2024, Cosan began operating its LNG terminal in the Port of Santos, but Brazil's national petroleum agency ANP immediately shut the project down for having failed to obtain prior authorization.[17] In May 2024, ANP granted approval for the terminal to begin a provisional "pre-operational" phase of up to 180 days, on the condition that its operations be kept separate from the Subida da Serra pipeline[18] and that transport capacity on the pipeline be limited to 4.6 MMm3 per day.[19]

The Subida da Serra pipeline bears many similarities to a separate project proposed by the Brazilian government in 2019, known as the Cubatão-GASAN Gas Pipeline, or Gasoduto Cubatão/SP-GASAN/SP in Portuguese.[6][20] The Cubatão-GASAN project contemplated development of a 19.7-kilometer, 20-inch pipeline with a capacity of 15 MMm3/day, connecting an LNG terminal in the Santos area with TGS's GASAN pipeline in the industrial city of Cubatão, just south of São Paulo.[20] The Brazilian government's 2024 pipelines report, published in February 2025, indicated that the Cubatão-GASAN Gas Pipeline had begun service in 2024[5], yet the only recently operational pipeline in the region appeared to be the 8-kilometer, 20-inch spur pipeline linking the COSAN terminal to a custody transfer station in Cubatão, which sits adjacent to Comgás's Cubatão distribution hub[4][6] as well as the GASAN pipeline operated by NTS.[21]

Ongoing disputes and litigation have kept the Subida da Serra segment in limbo for years.[13][21][22][23][24] As of September 2025, the fate of the project was riding on an upcoming decision from Brazil's Supreme Court[7], expected in November 2025.[25]
