Background

According to an article from March 2023, a former prime minister of Mongolia had signed an agreement with "Red Mongolia" LLC in 2017 to build a thermal power plant in Selenge Province, but the project had stalled due to uncertain financial conditions.[2] The same article noted that plans for a thermal power plant were then revived by the governor of Selenge Province, who proposed a 50 MW power plant reportedly to be built by Ilch Khujirt LLC and "Red Mongolia" LLC in Sükhbaatar. (Subsequent reporting indicated that the company was RIDE Mongolia.[3]) The companies were expected to mine coal from a deposit in Tushig Sum. Construction on the power plant was expected to begin in May 2023.[2]

As of May 2023, it was unclear whether the proposed power plant would supply both heat and electricity. Other reports mentioned an aging thermal power plant in Selenge that provided heat only,[4][5] and that the new power plant would reportedly help to alleviate heating issues.[6]

In August 2023, the project team selected to carry out the power station's construction reportedly stated that they expected to start work in the fall and complete the project in 2026.[7]

In September 2023, a groundbreaking ceremony was held by government officials and RIDE Mongolia, who expected the power station to be completed by October 2025.[8][3] The power station would reportedly produce both electricity and heat.[9]
