TGNL São Luis FSRU, also known as Terminal de Gás Natural Liquefeito TGNL São Luis, is a proposed LNG import terminal in Brazil.

Financing
2023 and 2025 sources state that LC Terminais Portuários Ltda., a subsidiary of Lyon Capital Partners, was planning to invest US$108 million.[5][6]

Background
This new LNG import project, one of several proposed for the São Luis de Maranhão region, was announced in October 2024.[7] The TGNL terminal would comprise an FSRU (Floating Storage and Regasification Unit) with a regasification capacity of 23.8 million m3 per day, to be moored at a pier in the Bay of São Marcos, offshore from the Ilha da Boa Razão, about 20 km southwest of São Luis, capital city of Maranhão state.[8][9] The project would be developed by LC Terminais Portuários, a subsidiary of São Paulo-based Lyon Capital Partners.[9]
In November 2024 Brazil's environmental authority Ibama held a public hearing to present results of the project's environmental impact study and solicit public input. Nearly 300 people attended the hearing, including students, academic and government officials, and local residents.[10]
Despite the speculative 2025-2026 start-up dates floated by Lyon Capital[2] and FIEMA[7], this project appeared to remain in the environmental licensing phase as of August 2026, as there had been no public announcements by IBAMA or the developers about the project's status since the November 2024 public hearing. In the interim, LC Terminais Portuários requested a two-year extension of its right to develop the site, which was granted by ANTAQ (Agência Nacional de Transportes Aquaviário) in February 2026.[11]
Opposition
At the November 2024 public hearing, residents expressed concerns about the terminal's potential impact on the protected natural area where it would be sited, and on the farming and fishing livelihoods of the surrounding communities.[12][13]
