Background

This new LNG import project, one of several proposed for the São Luis de Maranhão region, was announced in October 2024. The TGNL terminal would comprise an FSRU (Floating Storage and Regasification Unit) with a regasification capacity of 23.8 million m³ per day, to be moored at a pier in the Bay of São Marcos, offshore from the Ilha da Boa Razão, about 20 km southwest of São Luis, capital city of Maranhão state. The project would be developed by LC Terminais Portuários, a subsidiary of São Paulo-based Lyon Capital Partners.

In November 2024 Brazil's environmental authority Ibama held a public hearing to present results of the project's environmental impact study and solicit public input. Nearly 300 people attended the hearing, including students, academic and government officials, and local residents.

Opposition

At the November 2024 public hearing, residents expressed concerns about the terminal's potential impact on the protected natural area where it would be sited, and on the farming and fishing livelihoods of the surrounding communities.
