Background

Taichung LNG Terminal is the second LNG import terminal in Taiwan. It began construction in 2004 and was first commissioned in 2009 with a capacity of 1.68 mtpa.[5] Its final phase of construction was completed in 2011, increasing the facility's capacity to 3 mtpa. It is owned by CPC Corporation.[6]

The terminal was designed to supply natural gas to TaiPower's Datan power station, as well as industrial firms and household users in northern and central Taiwan. The project entailed building three 160,000-kiloliter LNG storage tanks, gasification and gas supply facilities and a 135-kilometer, 36-inch sea/land Taichung-Datan Gas Pipeline from Taichung Harbor through the Tongxiao distribution station to the Datan measuring station.[7]

An expansion of 2 mtpa was completed in 2019, also consisting of 160,000-kiloliter above-ground storage tanks.[7] A further expansion proposed for 2022 would add a second pier to Taichung port and increase the terminal's capacity by an additional 1 mtpa.[7]

Further expansion through the addition of another berth and associated tanks is planned to be carried out in two phases (Phase II and Phase III). 2 mtpa of regasification capacity will be added by 2023.[10] As of 2022, Phase II was under construction.[11]

Expansion Phase 3

In Phase III of the expansion, the GIIGNL annual report suggests an additional 2.7 mtpa capacity will be added by 2026.[10] Alternative reporting suggests the additional capacity will be as much as 6 mtpa, to bring the full terminal up to 10 mtpa regasification capacity.[12][13] CPC launched feasibility studies for Phase III that will include two additional LNG storage tanks of 180,000 cubic meters each, as well as new regasification facilities. Construction began in July 2022.[12][14]
