Background

In a bid to speed up the implementation of the US$2 billion project at the request of Prime Minister Pham Minh Chinh, at the beginning of 2025 a construction start date in the fourth quarter of 2025 was being targeted. Thai Binh was also reported to be negotiating a power purchase agreement with state utility Vietnam Electricity.[11]
