Background

The terminal was proposed in August 2023 when the heat of Vietnam's Thanh Hóa Province and Thai energy developer Gulf Group provisionally agreed to build a LNG terminal south of Hanoi.[1][2]

Gulf Group, or Gulf Energy Development Public Company Limited, is presumed to be the potential owner as of September 2023.[1]
