Background

The plant is the second largest installed capacity plant on the grid and represents around 10% of installed capacity in Senegal, providing power to approximately 2 million people and businesses.[7]

In March  2016, Phase I came online.[8]

In December 2016, Phase II came online.[7]

The Tobene Project was developed as an independent power producer on a Build, Own, and Operate basis by MPG and Matelec. The power produced is sold to Société nationale d’électricité du Sénégal ("Senelec") under a 20-year power purchase agreement.[7]

In October 2019, Azura Power purchased Tobene Power from Melec Power Gen (MPG). The plant is a key part of the investment strategy for Azura to convert the Tobene plant from heavy fuel oil to gas as part of Senegal’s Emerging Senegal Plan (PSE) to drive down the cost of power as well as improve the environmental impact of the plant.[9]
