Background

PT Toba Pulp Lestari operates a pulp mill in Toba, North Sumatra, Indonesia. The facility was powered by a captive coal plant with one 50 MW unit and one 30 MW unit. The units co-fired with paper mill wastes, black liquor, and palm kernel shells. The smaller unit was reportedly on standby.[2]

The exact start year of the power station was unknown.

Permit revoked

In January 2026, the Indonesian government revoked Toba Pulp Lestari's forest utilization permit. The company, along with 27 others, allegedly violated environmental and forestry regulations which were said to contribute to a deadly landslide event in late 2025. Several communities that overlapped the Toba Pulp Lestari concession sought the return of their land.[3]

In April 2026, the company reportedly laid of 80% of their workforce.[4]
