Background on Project

Tongde Aluminum is constructing a 2 x 25 MW captive coal plant to support its aluminum production in Baode County, Xinzhou Prefecture.[1][2] It is under construction, and may eventually be expanded to 650 MW total.[3]

Proposed expansion

In November 2016 it was reported the plant would add an additional 2 x 600 MW units.[4]

2016: Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

Due to new restrictions announced during 2016 by the National Energy Administration and the National Development and Reform Commission, further capacity expansions at this location appear to be on hold or cancelled. For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.

With no developments since 2016, the expansion project appears to be abandoned.
