Background

The two existing coal-fired units of Tonghua Xuangang power station, totaling 1,320 MW, were brought online in 2010. The plant is owned by Datong Coal Mining Group.[1][2]

Description of Expansion

Datong Coal is currently planning to build two additional coal-fired units at this plant, with a total planned capacity of 1,320 MW. The new units were scheduled to be completed in 2015,[3][4] but as of June 2015 the units have yet to receive environmental clearance for construction.[5]

Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects with a total capacity of over 100GW in 13 provinces, including Tonghua Xuangang. It is unclear when or if the projects will be revived.[6]

For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.

2019: Project revived

In April 2019, Zhangze Power said that units 3-4 had been removed from the central government's list of postponed projects.[7]

As of July 2020, the expansion was expected to begin construction in 2021.[8]

In July 2022, with no apparent developments in over two years, Units 3 and 4 were presumed to be shelved.
