Background
In February 2025, Ukrnafta reported that, together with the European Bank for Reconstruction and Development (EBRD), it intended to build a modern combined cycle power plant designed to supply both electricity and heat to households, while also generating steam for industrial enterprises’ technological needs.[1] The project involves installation of a complex of three SGT-800 gas turbine units by Siemens Energy with a capacity of 57 MW and a SCC-800 steam turbine of 73.5 MW with a total installed capacity of 244.5 MW. The project implementation period is 24 months.[3]
In May 2025, the EBRD announced a project to provide Ukrnafta PJSC with a state-guaranteed loan to finance the construction of a combined-cycle thermal power plant with an estimated capacity of up to 250 MW. According to the Bank, this initiative, titled "Ukrnafta Project II", is planned for implementation in Ukraine’s Dnipropetrovsk region.[4] Ukrnafta signed a EUR 160 million loan agreement with the EBRD at the URC-2025 forum to implement energy projects in July 2025.[5]
