Background

In July 2019, the Jaci power plant received its environmental license and was the subject of public hearings in the city of Macaé.[10][11] The project was listed as a participant in Brazil's A-5 national energy auction in September 2021[12] but did not emerge victorious.[13] As of December 2021, it was one of several new power plants proposed for the Macaé region.[14]



As of May 2024, the Jaci project was still being treated as active in a December 2022 lawsuit brought by the environmental group Arayara against Macaé-area power plants; in February 2023, the Rio de Janeiro state environmental agency INEA had petitioned the state attorney general's office to dismiss that lawsuit, but no subsequent news of the project advancing could be found.

By March 2025 there had been no news in more than two years, and the project's status was moved to shelved. As of September 2025, no changes had occurred. In June 2026, the project was confirmed not to have been contracted in Brazil's March 2026 LRCAP energy auction, and its status was changed to cancelled.[15]

Opposition

In November 2022, the Brazilian environmental group Arayara filed a public civil action against Brazil's national environmental authority IBAMA, Rio de Janeiro state environmental authority INEA and four private companies. The filing alleged that the Jaci power station, along with several other proposed power plants, would have a detrimental impact on water supply and air quality in the region, and requested that additional environmental studies be undertaken prior to further development of the power plants.[16]
